Construction & Infrastructure Law Specialist
Steven is the Founder and Managing Director of C&IDS and was a Partner with Systech Law, London from 2019 to 2026. Before then, Steven held a number of Partner-level appointments including Head of Construction Law at Al Tamimi in both London and Dubai. He qualified in 1998.
The major part of his career was spent in the Middle East working on a mix of non-contentious projects work and dispute resolution — across infrastructure, ports, transportation, energy, building and utilities.
Steven's in-house role as senior construction and projects counsel at Nakheel — where he led the legal function supporting the delivery of infrastructure including roads, bridges, water, wastewater and energy — gives C&IDS a distinctive commercial perspective that pure private practice cannot replicate.
Power & Energy
5 years embedded within a contractor's commercial and legal team, supporting the close-out of two coal-fired power stations and the formal resolution of disputes.
Roads & Tunnels
Supported the employer's team in drafting and negotiating the commercial agreement for the Palm Jumeirah transit infrastructure (roads and monorail), plus numerous underpasses and flyovers on major road projects.
Water & Wastewater
Negotiated and settled multiple agreements under BOT/concession models for desalination (RO) plants and sewerage treatment plants.
Mechanical & Electrical
Represented a major MEP contractor in connection with the electrical infrastructure for an entire multi-use development (60+ towers) in the Middle East.
Hotels & Towers
Represented multiple government developers — including as in-house counsel — on disputes arising on major hotel and hospitality projects across the region.
Ports & Infrastructure
At Nakheel, led the in-house legal function supporting infrastructure delivery — roads, bridges, water, wastewater and energy — across the Palm Jumeirah and wider Dubai waterfront programmes.
